Topic: Planning for a Mega-Program: Lessons from the Front Line

The Darlington Refurbishment Program is a 15 year, $12.8 Billion project to refurbish the 4 Darlington units.  The project was sanctioned in 2010 and commenced refurbishment of the first unit in October 2016.  The presenter will provide:

A brief overview of OPG and the Darlington Nuclear Station

  • An overview of the project and the economic value to Ontario
  • Discuss the approach, and key lessons learned, that OPG took to planning the project over a 5-year period that culminated with the approval of a 4-unit $12.8 Billion project estimate in November 2015.  This will include processes used for scoping, contracting, design, estimating, scheduling, risk, contingency, and cost management.
  • Provide an overview of the techniques that OPG is using to monitor and measure progress in the execution phase, and
  • Provide an overall status of the project and discuss work underway for the next phase of the project.

Speaker Bio:   
Gary Rose  

Gary Rose is currently a Vice President at Ontario Power Generation where he is responsible for project planning and project controls for the Darlington Nuclear Refurbishment Program as well as the Nuclear Project Management Office.  Gary is also the co-chair of an OPG strategic initiative on “Project Excellence”.  Gary has close to 30 years of progressive experience with OPG starting in Corporate Finance and then transitioning to Nuclear Projects for the past 15 years. 

Gary has served on the Product Review Board for the Construction Industry Institute. He is also a member of the Project Management Institute and the Association for the Advancement of Cost Engineering.

From 2006-2014, Gary served as a trustee on the Whitby Public Library Board and currently sits on the Durham College Board of Governors.  Gary has recently also joined Durham College’s Program Advisory Committee for Project Management.

Gary is a CPA (Chartered Professional Accountant) and holds a Bachelor of Commerce degree.
Gary lives in Whitby with his wife and three teenage boys.
